3357:12-14-15-Policy on Veterans Benefits and Transition Act of 2018 Compliance


A.POLICY

 

This policy ensures Zane State College’s compliance with the Veterans Benefits and Transition Act of 2018, specifically related to the GI Bill® Chapter 31 (Vocational Rehabilitation and Employment) and Chapter 33 (Post-9/11 GI Bill®) benefits. It establishes procedures to allow students receiving these benefits to continue their education without penalty while awaiting the disbursement of funds from the U.S. Department of Veterans Affairs (VA).

 

B.POLICY GUIDELINES

 

  1. Eligibility for Compliance
    • This policy applies to any student veteran or eligible beneficiary who provides Zane State College with a Certificate of Eligibility (COE) for Chapter 31 or Chapter 33 benefits.
  2. Period of Enrollment Without Penalty
    • Zane State College will permit students to attend and participate in classes while awaiting VA payment, during the period beginning on the date the student provides a Certificate of Eligibility (COE) and ending on the earlier of the following:
      • The date on which the VA payment is received by the College, or
      • 90 days after the date the College certifies tuition and fees following receipt of the COE.
  3. Prohibition of Penalties
    • Zane State College will not impose any of the following penalties on students using Chapter 31 or Chapter 33 benefits while waiting for VA disbursement:
      • Late fees or other penalties for delayed payment.
      • Denial of access to classes, libraries, or other campus facilities.
      • Requirement to obtain alternative funding (e.g., loans) to cover tuition and fees while awaiting VA payment.
  4. Student Responsibilities
    • To receive protections under this policy, the student must:
      • Submit a valid Certificate of Eligibility (COE) or statement of benefits from the VA eBenefits portal for the applicable term.
      • Submit a written request to use VA benefits (via the College’s Veteran Services Office or Registrar’s Office).
      • Provide any other information necessary to certify enrollment and receive benefits from the VA.
  5. GI Bill® Acknowledgment
    • GI Bill® is a registered trademark of the U.S. Department of Veterans Affairs (VA).
    • For more information on VA education benefits, students may visit the official VA website at https://benefits.va.gov/gibill.

 

  1. College Responsibility
    • The Registrar’s Office will ensure the timely processing of VA certifications and ensure compliance with this policy.
    • The College will not restrict access to classes, facilities, or other services for eligible students due to pending VA payments.
